Steven Green—Legal Counsel

Steven has over 22 years of professional legal experience involving a wide array of areas to include contract negotiations, corporate and business law, legal research and brief writings, dispute resolution and litigation, team building and mentoring, and regulatory compliance. As a Senior Counsel with Underwood, Perkins, and Ralston practicing in business and commercial transactions, Steven is experienced in representing clients in aspects of mergers and acquisitions, franchises, probate, and joint ventures. Steven has represented several major firms with regards to business strategies and marketing analysis to sustain and facilitate continued operational success. Steven also has worked directly with multi-state Public Utility Commissions and the Federal Communications Commission, securing the necessary operating certificates to expand business into new markets and locales. Mr. Green received his Juris Doctorate degree from St. Mary’s Law School, San Antonio, Texas in 1986. Additionally, Steven has a BA in Political Science (1981) and a BBA in Finance (1983), both from University of Texas at Austin.

William Harris—Information Technology Counsel

William has more than 39 years of progressive management and technical experience spanning an array of IT, base infrastructure, range operations, and aviation maintenance environments. His experience encompasses business development, and implementation of large-scale IT and ERP solutions within the Federal Government. He previously served as the Director of Solutions Development for CSC’s ATD Business Unit developing innovative solutions to address RFP requirements. He has managed IT organizations of 235 professional and technical personnel including the development of ERP COTS solutions, management and support of LAN and WAN operations, and data center operations. Mr. Harris managed the selection and implementation of two large COTS ERP applications, (Peoplesoft and Synergen CMMS), for an enterprise of over 3500 users. He is familiar with a variety of ERP COTS applications including SAP, CostPoint and Maximo. Mr. Harris has also managed desktops, mainframes, high performance computers and large enterprise servers. He has had O&M responsibility for wide area, and local area networks. His experience includes working for NASA, the USAir Force, US Navy, Department of Energy, GSA, and the US Army. Mr. Harris holds a BE degree in Aeronautics from Tennessee State University.

Debbie Banko—General Counsel

Debbie has over 25 years in the consulting field including expertise in the areas of: project controls, project management, engineering, IT, environmental engineering, and staffing. Debbie is the Owner and Managing Partner of Link Technologies. Link Technologies provides project management, engineering, project controls, human resources, IT professional services and staffing professionals worldwide. She has dutifully created the environment for success at LINK since its inception and will help facilitate this same approach for Edwards Construction Group. Debbie believes in rigorous communication with her customers and ensures expedient response to customer needs. Debbie is known for delivering on time and within budget. Link proudly lists among its customers, the Federal Government (DOD, DOE, and EPA), local school systems, power companies, private companies, and state agencies. Debbie will be instrumental in bringing the “lessons learned” from LINK to the Edwards Construction Group, as well as honing the synergies of both companies to achieve mutual success.

Kay Riskey—General Counsel

Kay brings more than 20 years of hands on experience in small and medium size business operations. Kay’s executive management experience includes; President/CEO of her own bookkeeping company, President of a Tax preparation company, Majority Partner and owner of Sweet Cakes Bakery. Mrs. Riscky has earned her taxation certification and tax preparation credentials.
